Suomi kuuluu avoimen hallinnon kumppanuusohjelmaan (Open Government Partnership). Yritämme ohjelman kautta edistää hallinnon avoimuutta niin valtiolla kuin kunnissakin. Osa työtä on kiertää eri paikoissa kertomassa avoimen hallinnon työstä ja teemoista. Kaksi päivää sitten saimme uuden roll upin, jossa on kuvattuna hankkeen maskotti, jota tuttavallisesti kutsumme nimellä "Avoin". Hän pitää käsissään kuvaa avoimen hallinnon tavoitteista. Yhtenä tavoitteena meillä 2015-2017 on lasten ja nuorten osallisuuden edistäminen. Tämä työ on innoittanut meitä nuorisofoorumin järjestämiseen OECD:n hallintoministerikokouksen yhteydessä. Viime vuoden lopulla olimme avoimesta hallinnosta kertomassa Vaasan joulumarkkinoilla. Pyysimme siellä ihmisiä kertomaan, mitkä ovat tärkeimpiä tavoitteita avoimen hallinnon edistämísessä ja tuo lasten ja nuorten osallisuus sai ehdottomasti eniten kannatusta. On hienoa, että nuorisofoorumin kautta saamme tavoitetta näkyväksi.

Finland is a member in the Open Government Partnership. Through this programme we try to enhance openness both on the state level as well as in the Finnish municipalities. One part of the work is to go around and talk about the open government work and themes. Two days ago we got a new roll up on which our favorite figure Mr Open (Avoin) is printed. He holds a map of the Open Government goals in his hands. One important goal for us for the years 2015-2017 is enhancing the engagement of children and youth. This work has been an inspiration for us also in organising the Yout Forum that is linked to the OECD Public Governance Ministerial. At the end of last year we attended the Vaasa region Christmas market. We asked people to tell us what are the most important targets in  open government and enhacing the engagement of children and youth got most support. It is nice that also through the Youth Forum we can get visibility to this target.

Tänään pidämme ministerikokoukseen liittyvää tiimikoulutusta.  Ministerikokouksen asiakysymysten eli taustapapereiden valmistelun lisäksi kokouksen valmisteluihin kuuluu paljon käytännön valmistelua. Kokoustilat on käytävä tarkkaan läpi ja mietittävä mitä tekniikkaa tarvitaan missäkin tilassa. Kokoussaleihin tarvitaan esimerkiksi mikrofoneja, äänentoistolaitteita, tulkkaustekniikkaa, dataprojektoreita. Toisaalta on myös katsottava, miten kokouksen lounas järjestetään ja miten väliaikojen kahvitarjoilut organisoidaan. Mietimme myös, miten kokouspaikalle ilmoittautuminen menee sujuvasti ja millaisia tiloja on tarpeen varustaa, jos ministerit haluavat pitää kahdenkeskisiä neuvotteluja kokouksen tauoilla. Myös kuljetuksista kokouspaikalle ja hotellivarauksista pitää huolehtia.

Kokouksen pääasiallinen kieli on englanti, mutta kokouspaikalla pitää olla myös tarpeellinen määrä ranskankielentaitoista väkeä. OECD:n viralliset kielet ovat englanti ja ranska ja koko kokous tulkataan niin, että puheenvuoroja voi pitää kummalla kielellä haluaa. Ranskaa käyttäviä maita on muutamia, pääasiassa kokouksessa tultaneen puhumaan englantia.

Kun itse kokous kestää vain päivän, niin kaikkien asioiden pitää mennä mahdollisimman sujuvasti, niin että kokouksen osallistujat voivat keskittyä kokouksen asioihin eikä heidän tarvitse huolehtia käytännön asioista pätkääkään. Siksi olemme kokoamassa tiimejä, jotka vastaavat eri asioiden sujuvasta kulusta. Tänään pidämme ensimmäisen yleisen infotilaisuuden tiimien jäsenille. Kesän jälkeen sitten tiimit käyvät tutustumassa kokouspaikkaan eli Finlandia-taloon ja käymme siellä läpi järjestelyitä yksityiskohtaisemmin. Tavoitteena on paitsi, että kaikki sujuu kokouksessa mallikkaasti myös, että tiimeihin osallistuville kokouspäivästä jää mukava muisto. 

 

Today we are holding an info meeting for the teams of the ministerial meeting. In addition to the preparatory work of documentation and issues to be discussed at the ministerial there are a lot of very practical things that have to be organised for the meeting. We have to go through very thoroughly the meeting rooms and facilities and to look what technical equipment is needed in each room. The meeting halls require microphones, technical equipment for interpretation, data projectors etc. We also need to take care of the lunch arrangements and how we organise the coffee breaks. We will also figure out how the registration will be organised so that it is as easy as possible for the people attending the meeting and what kind of meeting rooms are needed for possible bilateral meetings during the breaks. We also need to take care of the transportation and hotel bookings.

OECD is bilingual so we need people in our teams who are also fluent in French. The meeting will be interpreted in both languages English and French, so that participants can use which ever language they choose. English will probably be used more but there are also several countries that use French.

When the meeting itself is only one day, everything has to go as smoothly as possible, so that the participants can concentrate on the issues in the meeting and do not have to worry about the practical things. Therefore we are forming teams that are responsible for the smooth operation of the meeting. Today we will have the first get-together of the teams. After summer the teams will familiarize with the meeting place Finlandia Hall and we will go through there the preparations in more detail. The goal is that everything succeeds first class and that also those working in the teams will have nice memories from the meeting.
