Hei,

 

Syyskuu lähestyy loppuaan ja OECD:n hallintoministerikokous ja siihen liittyvä nuorisofoorumi ovat enää kuukauden päässä. Nuorisofoorumiin osallistuvien suomalaisten nuoria matkavarauksia sovitellaan paraikaa. Suomalaiset osallistujathan tulevat Kuopiosta Ja Itä-Lapista. Itse nuorisofoorui järjestetään Helsingissä Säätytalolla. OECD kokoaa juuri paraikaa yhteen maista tulleita yhteenvetoja nuorten näkemyksistä.
 
Suomen avoimen hallinnon työssä olemme miettineet, mitä voimme tehdä nuorten osallisuuden eteen. OECD- nuorisofoorumiin tulleet näkemykset paitsi välitämme eteenpäin ministereille, niin otamme yös osaksi omaa työtämme. Olemme jo aiemmin koonneet nuorten kuulemisesta tietokortteja avuksi, jotta hallinnossa olisi helpompaa osallistaa nuoria ja se onnistuisi paremmin. Näiden tietokorttien lisäksi olemme nyt kokoamassa myös kokemuskortteja

Itse ministerikokouksessakin paitsi, että nuorten näkemykset ovat siellä esillä, niin myös puhutaan ja keskustellaan muutoinkin osallisuuden edistämisestä. Ministerit pohtivat, miten voidaan entistä paremmin antaa kaikille mahdollisuus osallistua, miten tekniikka voisi tässä auttaa ja miten voitaisiin luoda julkiselle sektorille sellainen kulttuuri, jossa avoimuus ja osallisuus ovat vielä nykyistä keskeisempiä.

Kun aikaa ministerikokoukseen on tuo kuukausi, niin valmistelut ovat ehkä kiireisimmillään. Kaikkia osa-alueita viimeistellään, niin kokouksen taustapapereiden sisältöjä kuin kokoustekniikkaa, pöytien sijoittelua ja vieraiden kuljetuksia. Tavoitteena meillä on tehdä kokous, jossa kaikki toimii niin hyvin, että ministerit voivat keskittyä vain itse asiaan.

September is coming to an end and the OECD Public Governance Ministerial is only a month away. We are currently organising the travelling of the youth representatives from Finland. They come from City of Kuopio in eastern Finland and from Eastern Lapland. The Youth Dialogue itself will be organised in Helsinki at the House of the Estates. OECD is right now working on the joint resume of the results from the national youth forums of different countries.

In the open government work in Finland we have been thinking what we caould do ore to enhance youth participation. The views that we received for the Youth Forum we will not just deliver to the ministers but also take up as part of our work. We have already before produced information cards about youth participation, so that it would be easier to organise and for youth to participate and that we would succeed in it better. Now we are also producing info cards about good practices and good experiences in youth participation.

In the ministerial meeting besides that the views of the youth are very much present there, the theme of openness and participation will be discussed there from all possible angles. The ministers will discuss how a chance can be better given to everybody to participate, how technology can help in this  and how we could create a culture in the public sector where openness and engagement would be even more central than they are now.

 Now that there is a month to go tohe ministerial, we are very busy with the preparations. We are finalising all areas, on the one hand the contents of the background papers as well as the ICT at the meeting rooms, the seating arrangements and transport issues. Our aim of course is to make this a meeting where everything work so well that the ministers can concentrate on the right issues.

We have now finalized the Youth Forum actions in Finland. A week ago we visited the City of Kuopio and delivered thank you letters to all participants there. The school class of Kalevala koulu had done a marvelous job by answering the Youth Forum questions, writing essays on the subject and producing a video. We were truly impressed by their work. Also three classes in Lapland in Northern Finland have answered the questions and discussed the issues. We are really grateful their contributions. Great work!

Now we are delivering the OECD with the Finnish results and waiting for the results of all the participating countries. 

This week there will also be a meeting of the OECD countries in Paris about the ministerial meeting preparations. There of course also the Youth Forum and Youth Dialogue proceedings will be discussed.

 We are now less than two months away from the ministerial and the work around it is and has already sometime been a daily business at our office. Tomorrow will include a meeting with information officers of some ministries discussing the information issues around the meeting, it will be followed by our team’s meeting where we will go through the deadlines of the different parts of the preparatory work, then the day will include contacting people about the organisation of the Sudy tour that we organise for the young people coming from other countries to Helsinki for the Youth Dialogue. Of course the ministerial is not our only job at the moment. At the same time we are running also the reform work that we usually do with many new things starting with the new Government’s flagship projects. From the beginning of August we have also undergone a change in our own organisation. So days are busy but to work with the OECD ministerial is really nice for many reasons. People working in our team are truly fantastic and it is a joy to work with them. The fact that the subject of the ministerial “inclusive growth” is very topical makes it an even more fascinating task.
 
So a week full of work around the ministerial and looking forward to the meeting in Paris.
